Moving Interstate:

You will need to make a binding child support agreement and have it accepted by the CSA.

It is imperative that you legal advice and get proper registered consent orders lodged with the court setting out contact, as the issue I see her is what happens when your daughter start school, she can hardly miss a week every 8 weeks.

If it attracts a reportable fringe benefit that appears on your group certificate, it will be grossed up and added back to your income.

It is time to get tough, she has reneged on her agreement, so you should not be beholden to yours.

Go to your lenders, explain the situation and stop paying, she will soon get the message.

Also follow Conan's advice, go and file an initiating application for property settlement, they can order access to a property.  Trust me, I have seen a FLC Judge do it.

She's playing you.

It is not the taxpayer that reports the rental income to the CSA, it is the ATO that passes this information on to the CSA, as a bulk figure of the ATI, (Adjusted Taxable Income) when the payee's tax return is lodged.

This is why the CSA will have no idea as to how the ATI has been arrived at.

If you are so bent out of shape about it, then the only procedure is to lodge a Change of Assessment, Reason 8.

Legal aid and SRL:

If the other party is unrepresented, Victoria Legal Aid will fund a solicitor to help the party prepare for the trial, but they will not fund a Barrister for Court, unless it is an Adult Child Maintenance case.

Go figure, they will fund a Barrister for an adult to try and extract cash from a parent, but if it is a case of life and death involving family violence, stiff bikkies!

Tasmania are also looking at following suit.
