Govt to consider creating commissioner for children

The federal government says it will consider creating a commissioner for children following a report which found 95 per cent of child sex offenders escape conviction. An Australian Law Reform Commission report found just five to 10 per cent of child sex cases which get to court are finalised, with only half of those actually convicted. The report also showed the number of children Australia-wide in need of protection has tripled over the past 10 years from almost 92,000 to more than 309,000. Families Minister Jenny Macklin said the figures were shocking and the government was already considering creating a federal commissioner for children.

DNA-test all babies, says dads' group

Reg Price, Director of Men's Rights Agency advocates for DNA testing of babies at birth. Mothers are being made to pay back money to men they wrongly claim fathered their children under changes to child support laws. IT will take 233 years for Ken Rodgers to recoup the money he paid for a child he never fathered. Over a decade he forked out $71,000 supporting a son he was told was the result of a drunken fling in 1993.

Dads in distress

Seven people in NSW commit suicide every day and five of those are men. Phil York could have been one of them. Depressed after a family ordeal, he attended Dads In Distress meetings - a safe haven where men can openly express emotions about divorce and separation. It helped him get back on track and now, five years later, he is still with the group but on the other side. As Western Sydney project co-ordinator, Mr York is now helping other men to look at the positives and plan for their futures.

10 years jail for not reporting abuse (NZ)

Extended family and close friends of child abusers could face up to 10 years in prison if they turn a blind eye to abuse and do not report it. The maximum penalty for cruelty to a child, such as neglect or ill-treatment, will increase from five to 10 years in prison. The new law will also apply to carers of adults who need care because of illness, disability or age. The death of two twins has prompted an immediate legislative response from the NZ Government.

New data on the make-up of Australian families shows divorce rates are decreasing. The Australian Institute of Family Studies is today releasing a new report which compares relationship, fertility and employment trends over the past 30 years. "The divorce rate, which of course hit its peak just after the introduction of the Family Law Act, has basically started to show a drop."

International Relocation: The new laws are tested

Justice Dessau has determined an international relocation case following the changes stemming from the Family Law Amendment (Shared Parental Responsibility) Act 2006.

In M andS(2007) FLC 93-313, Dessau J allowed a mother to relocate to the United Kingdom for three years with O, the parties' eight-year-old daughter.

Dessau J noted that there is nothing in the new legislation which explicitly alters the previous approach to relocation except, as the Full Court outlined in Goode

Government 2.7 Million funding delivers Free DVD for every new parent

Every new parent in Australia over the next two years will receive a free five-hour interactive DVD of parenting tips.

The federal government has contributed $2.7 million for the distribution of The Raising Children DVD, launched by Prime Minister John Howard, free of charge as part of parenting kits.

The DVD is a comprehensive guide to parenting children from birth to five years of age.
