Time frames for COA and external contractors working for CSA

I had posted here back in December when looking for advise about a COA as my ex owns his own business but was only paying himself $400 per a week getting his taxable income down to $17,000 for the year.

So I started the request in December 2011 and I wasn't contacted until April 2012 from the SCO where he told me that my ex had not responded at all and would get in contact with him but asked me further questions about what information I could provide in regards to his business and lifestyle.

The ex finally responded but was very frustrated as he has said he has no knowledge of the accounting side of the business and his book keep looks after all finances so he provided a few personal bank statement and a profit and loss statement for the past two years.  He neglected to include a visa card statement that has all his personal holiday expenses and all other lifestyle expenses, the business pays for this credit card and I know this as he has told me himself because he also explained to me how he earns so maybe frequent flyer points by paying for everything on this card.  His profit and loss statements shows a profit of $90, 000 over two years but is also a family trust but I am unsure of what type.

It is now six months down the track and I have now in the last six weeks tried to follow up where the decision is at and both times when I have have spoke to the SCO he has said to me oh I thought I had made a decision on this case but yet I am still to hear anything.

I am curious as to how the CSO is making a decision with only a few personal bank statements and two years of profit and loss statements not including the Visa card statements that show all his personal expenses but paid by the business.  There is even legal fees on the profit and loss statement so paid out of the business and relates to other family law issues for his other two children that he was trying to get access rights to but does not pay child support for these other two children as his name is not on the birth certificate.

I also would like to hear of others that have had experiences in dealing with a SCO that are external contractor to the CSA, or are they all external contractors.  Whenever I ring to ask where the COE is at I keep getting told he is an external contractor and is harder to get in contact with.  

What do I do if I still don't hear anything even after the SCO has now told me twice that he had thought he had done it and both times promised to do in the next couple days.  It does not give me much confidence in the SCO and the last time I spoke with him he was some what confused at how he had thought he had done it twice now.

Complain in writing, not only through the CSA complaints process but also to your local federal MP, the MP for the DHS portfolio and the Commonwealth Ombudsman.
MikeT do you think I should wait to see what the outcome is before making a complaint?  I wonder if I complain will it make the progress worse and the assessment not look at correctly or dismissed all together maybe?

No, an outcome not being reached in a satisfactory time, the provision of next to useless, likely untruthful, information (e.g. I know for a fact that over the past two weeks, there has been a botched attempt to convert to Windows 7 and that the move has resulted in many thousands of productive hours being lost as a result), etc is what you are complaining about.

I'd suggest that your complaint could include you being made to feel disrespected as you have this sense that you may well be treated as such.

With regard to the outcome, the way is not to complain but to rather object to the decision. Some CSA employees would see the word complaint rather than object or objection as reason to play the "Pass the In-Tray" game and the game move could well be the magic move known as "move it to the proverbial black-hole".

Just one more question, what is a reasonable time frame to have the COA processed?  When I first put it in I was told it takes about 5 weeks before it would be looked at and whenever I call CSA they respond with we have a back log of COA and there is many others that have taken longer than the six months I have been waiting.
I can't recall what the expected time-frames are, but 6 months is too long, especially to not have determined whether or not the COA will proceed. Perhaps Secretary_SPCA will shed a little more light as he's been more involved with the COA project. I believe there was an expectation that an SCO would be involved within the first 3 weeks (a change that was implemented a year or two or so ago).

A new process was introduced. You are supposed to have a phone call  from the assigned SCO approximately a week after lodgement. The COA has a target for completion within 4 weeks. If it is not completed in that time you should have another call to let you know what is going on. Most COA applications are completed within 4-6 weeks is the sort of information I recall that we have been advised.

I waited 4 months just to get contacted and six months down the track still not outcome. I will definitely follow this up on Monday.

How do you go about lodging a COA to go back to the new assessment period. March this year, or is it only taken from the date you lodge the application.
